The High Authority at the OECD Global Anti-Corruption and Integrity Forum
On 26 and 27 March 2025, the High Authority participated in the Global Anti-Corruption and Integrity Forum, organised by the Organisation for Economic Co-operation and Development (OECD). On 28 March 2025, it participated in the Working Group on Public Integrity and Anti-Corruption (PIAC).
Each year, the OECD Forum gathers leaders from government, civil society and the private sector to share new thinking and discuss different approaches to combating corruption in order to advance integrity worldwide.
This 13th session of the Forum, focused on the theme « Harnessing Innovation to Break New Ground » highlighted the importance of making the private sector a key partner in better combating corruption and addressed the rational use of artificial intelligence.
Several distinguished speakers opened the Forum: Mathias Cormann, Secretary-General of the OECD; Bernardo Arévalo, President of Guatemala; Yusril Ihza Mahendra, Minister of Legal Affairs, Human Rights and Immigration of Indonesia; and Maira Martini, Chief Executive Officer of Transparency International.
Amélie de Montchalin, Minister of Public Accounts, closed the Forum by highlighting the OECD’s role in the fight against corruption. She highlighted France’s ongoing efforts to adapt to contemporary challenges and discussed the French anti-corruption model, which includes the High Authority for Transparency in Public Life (HATVP), the French Anti-Corruption Agency (AFA), and the National Financial Prosecutor’s Office (PNF).
As part of the panel organised by Transparency International on strengthening integrity against the risks of undue influence on public decisions, the High Authority presented the new foreign influence register provided for by the law of 25 July 2024, aimed at preventing foreign interference in France. The High Authority also spoke on this topic during the side meeting on lobbying, attended by commissioners and institutions responsible for monitoring lobbyists.
Following the Forum, the High Authority participated in the meeting of the Working Group on Public Integrity and Anti-Corruption (PIAC), which addressed the themes of the upcoming OECD publication of the Anti-Corruption and Integrity Outlook and provided an update on the indicators for measuring public integrity developed by the OECD.
The High Authority took advantage of the event to organise a meeting of the European Network for Public Ethics (ENPE) with the members who were present.
